The Garnet Valley Road Pit is under consideration, again

Summerlanders, here we go again — A reconsideration of the application for a medium sized sand and gravel pit of 16.19 ha is occurring. It is located in the Corporation of the District of Summerland on Garnet Valley Road.

In 2024, a decision was made to issue a permit with conditions for a 29,999 tonnes per year sand and gravel pit located on Garnet Valley Road within the Corporation of the District of Summerland. The permit included conditions that addressed issues identified through referrals, consultation, and public engagement.

In February 2026, The Supreme Court of British Columbia heard a judicial review petition. Later that month, the decision was released that quashed the permit as unreasonable for three reasons:

• risks to local ecosystem;

• conflict between the mine and regional land-use planning;

• and landslide risks.

This review focuses on those issues.

The linked information was submitted by the proponent after the initial decision was made and has been included in the reconsideration process.

 A public comment period has been opened to gather feedback and concerns related specifically to these newly submitted documents. An information request has also been sent to the proponent seeking additional details regarding the Geotechnical Monitoring Plan.

The Garnet Valley Tourism Association has been leading the public charge against the mine, raising concerns about impacts on infrastructure, the environment, tourism, and geotechnical conditions.

An environmental review from the Ministry of Water, Land and Resource Stewardship showed a biologist strongly recommended against the authorization of the proposed mining operation.

[Ken Gray] It is hard for me to understand why this proposal is once again being considered given widespread opposition from local and regional councils, local organizations, local landowners and farmers. We all need to speak up; time is of the essence.
